HAFA Short Sale Sellers are not eligible for this program under the law.  HAMP Short Sale Buyers may be eligible for this program - we will submit the incentive on the HUD - it may not be approved.  REO/Foreclosure Property Buyers are eligible for this program and yes a FSBO can participate in this program as long as their sale/transaction does not turn into a Short Sale.
